You must wait for approval from Elite ARC Department before work begins, unless your new shingles will be the same color as your current. If any question cannot be answered using the available choices, you need to instead request a standard Architectural Review.

Hermitage Sign Guidelines allow for a Contractor sign to be placed to identify your home to workers, provided that it will be removed at project completion.
Elite will begin an Architectural Review based on this form.
You will not need to attach any plans or specs to that Review.
If you ARE changing roof color, you must wait for the Review to be approved before work may begin. Otherwise you don't need to wait.
